根据《中共中央 国务院关于深化科技体制改革加快国家创新体系建设的意见》和《科技部关于推动产业技术创新战略联盟构建的的指导意见》有关规定，成立本联盟。
The alliance is established in accordance with the relevant provisions of the Opinions of the CPC Central Committee and The State Council on Deepening the Reform of the Science and Technology System and Speeding up the Construction of the National Innovation System and the Guiding opinions of the Ministry of Science and Technology on Promoting the Construction of industrial Technology Innovation Strategic Alliance.
本联盟组织主要以促进科技成果与金融紧密结合，共建良性运作发展模式的科技金融生态环境体系为己任，通过进一步加强与国内外科技产业领域股权投资机构的联系与合作，引导优质的股权投资基金管理人、咨询服务机构和海内外资本进入中国科技创新市场，打造科技创新领域全行业的资源整合平台，进一步集聚社会资源充分服务科技型、创新型企业，为国家科技产业化发展进一步提供多方面的服务。
This alliance is mainly to promote scientific and technological achievements and financial together, build the benign operation mode of development of financial ecological environment system of science and technology as own duty, by further strengthening science and technology industry equity investment institutions at home and abroad contact and cooperation, guide the quality of the equity investment fund manager, consulting services and capital to enter the Chinese market, science and technology innovation at home and abroad To build a resource integration platform for the whole industry in the field of science and technology innovation, further gather social resources to fully serve science and technology and innovative enterprises, and further provide various services for the development of national science and technology industrialization.
本联盟通过大会共同表决一致通过联盟对外统一代表徽章与秘书处业务印章，选举北京科教科学研究院担任理事长单位，实行理事会领导下的秘书长负责制，一致同意由唐坚担任联盟秘书长。联盟发起成立后，根据之前向中国科技产业化促进会发起的申请报告及按照中国科技产业化促进会中科促字【2016】12号文件批复内容，以“中国科技创新产业母基金联盟”单位名义对外全面开展联盟在科技投融资领域的各类相关业务和活动。
